Weeks after Juliette's return to Silo 18, Juliette sits in a conference room with Lukas and Peter Billings, impatient to leave IT and go back to the deep. Juliette is still recovering from severe burns, wearing loose overalls and gauze over her scars, and she senses that the two men are delaying her departure for a reason. When Lukas finally speaks, Juliette briefly fears he has more bad news about deaths in the silo, but Peter clarifies that the withheld messages are congratulatory.

Lukas explains that after Bernard was sent out to clean, the planned election changed. Juliette's survival and return drew so much public attention that people came out to vote anyway, and the silo elected Juliette mayor. Juliette is stunned and initially rejects the idea, but Lukas and Peter explain that Bernard's removal has left a dangerous power vacuum and that the silo needs a leader people trust if it is going to remain stable.

Juliette then states the terms under which she would accept any leadership role. Juliette refuses to preserve order through the same lies and fear that governed the silo before. Drawing on what Juliette learned from Silo 17 and the existence of other silos, Juliette argues that the real threat is already terrifying enough and that Silo 18 should face it openly. Juliette says the silo should be empowered with truth and purpose, not manipulated, and warns Peter and Lukas that if they refuse, Juliette will spread the truth herself.

Peter extracts a promise that Juliette will not act rashly before they meet again, then leaves Lukas alone with her. In private, Lukas admits that his delay was personal: Lukas does not want Juliette to go. Juliette comforts Lukas, and the confession leads to their first kiss, confirming the intimacy that has been building between them. Afterward, Lukas walks Juliette to the stairwell, and although everyone expects Juliette to head down to friends in the deep, Juliette chooses to go up instead, deciding that the first person Juliette must see is her father.
