Lukas first guesses the circles might represent servers because of their layout, but Bernard calls the chart "our Legacy." Lukas notices that the circles are numbered and that one section is labeled Atlanta, which suggests the diagram represents something far larger than anything he has been told.

As Bernard leads Lukas deeper into the secret area, Bernard explains that the morning's events have changed everything. Bernard insists there was "no cleaning," meaning Juliette's survival has broken the expected pattern, and Bernard warns that people will die because of what comes next. When Bernard says the silos were designed to prevent such chaos, Lukas is startled, because Bernard has just confirmed that there are multiple silos and that their world was deliberately made.

Bernard then shows Lukas a massive book and tells him to keep a spare key on his neck and come read whenever he can. Bernard explains that the book contains both the history of their world and instructions for every emergency. Lukas opens it expecting only the Pact, but Bernard reveals that the familiar Pact is just the beginning and that the rest of the volume is a secret text called the Order.

Lukas flips through the Order and finds procedures for disasters, sabotage, air failures, and structural collapse. When Lukas asks who created such exhaustive instructions, Bernard says they came from "the one people," those who existed even before the generations remembered in the silo's history. This deepens the revelation that the silo's official history is only a fragment of a much older truth.

Finally, Lukas asks what the book says about the morning's events. Bernard directs him to page seventy-two, where Lukas finds a section titled "In the Event of a Failed Cleaning." After reading it several times and confirming the meaning with Bernard, Lukas learns the blunt instruction that will shape what happens next: "Prepare for War."
