The protagonist and Everen, a stranger whose life is inexplicably bound to the protagonist's, are venturing out into the city.
They come across a city-wide celebration known as the Feast of Storms, which involves a parade showcasing the different elements of the society: guilders, kings, and their armies, merchants, university professors, students, and finally, the Chancellors.
The Feast of Storms is an occasion meant to remind people that the cold days are ending, and warmth and sun are on the way.
Throughout the parade, the protagonist scrutinizes Everen, noticing his keen eyes and observing his reactions to the parade's display.
Both the protagonist and Everen view the parade with certain cynicism. To the protagonist, the parade is a gaudy display of power and might, intended to remind the lower classes of their place.
The protagonist, noting Everen's quick reflexes and physical agility, recklessly offers him to become a thief – as part of a plan that could lead to a substantial reward but may also require involving a criminal group that wants them dead.
Initially, the protagonist doubts Everen's agreement, but to their surprise, Everen accepts with a smile.
