Overview
When Romulus Thread nearly whips Gale to death for poaching, Katniss, Haymitch, and Peeta intervene and expose how much harsher District 12 has become under the new regime. Gale survives because Katniss’s mother treats him and Madge brings morphling, but the attack forces Katniss to confront what the Capitol is doing to people she loves. By the chapter’s end, Katniss abandons her plan to run away and chooses to remain in District 12 and fight back.
Summary
Katniss throws herself between Gale and the whip, taking a lash across her face from the new Head Peacekeeper, Romulus Thread. Haymitch arrives and uses Katniss’s status as a victor to challenge Thread, while Peeta publicly backs Katniss and Gale. When Thread insists Gale is a criminal, Peacekeeper Purnia states that the required punishment for a first offense has already been given, so Thread stops the whipping and warns Gale he will be shot if it happens again.
Katniss, Haymitch, Peeta, and a few miners carry Gale to Katniss’s house on a makeshift board. Along the way, Gale’s coworkers explain that Gale had gone to sell a wild turkey to former Head Peacekeeper Cray, only to find Thread in charge. Thread arrested Gale immediately for poaching, forced him to confess, and had him whipped in the square; Darius was knocked unconscious after trying to intervene. The account makes clear that District 12 has entered a harsher, more dangerous phase under Thread.
At home, Katniss’s mother shifts instantly into healer mode and begins treating Gale’s shredded back with Prim’s help. Hazelle arrives and stays by Gale’s side, while Haymitch sends Gale’s crewmates home with money. Katniss, overwhelmed by Gale’s suffering and frustrated by her mother’s careful rationing of pain medicine, erupts and screams for stronger drugs. Haymitch and Peeta remove Katniss from the room after her outburst, and Katniss overhears Peeta mention President Snow and the unrest spreading through the districts.
Later, Katniss’s mother explains to Haymitch that the crackdown feels like old times returning. When the doorbell rings, everyone fears Peacekeepers have come, but it is Madge, who brings morphling from her mother’s supply. Katniss’s mother gives Gale an injection, which finally eases his pain. As the household settles, Katniss remains alone with Gale and reflects on their shared history, her jealousy, her guilt, and her uncertainty about whether the berry stunt was love, self-preservation, or rebellion.
Keeping vigil beside Gale, Katniss reaches a new conclusion. Gale’s punishment convinces her that running away will not stop the Capitol’s violence and that life in District 12 is no different from an arena if she only keeps fleeing. When Gale briefly wakes, Katniss tells him she is not leaving and will stay in District 12 to cause trouble. Gale agrees, and Katniss’s thinking turns decisively away from escape and toward open resistance.
