Back in District 13 after the District 8 attack, Katniss watches the rebels turn her raw defiance into a hugely effective propaganda piece and realizes her unauthorized actions have been quietly covered up because they produced results. The war effort shifts further toward media strategy as Coin's team plans new propos built around Katniss and the dead tributes. The chapter ends on a darker note when a visibly tortured Peeta appears on Capitol television, warns Katniss not to trust the rebels, and forces her to confront doubts she cannot openly admit.

Summary

After the District 8 hospital is destroyed, Boggs pulls Katniss away from the blast site and rushes her back to the runway. Katniss, injured and concussed, is flown to District 13 in a cargo hovercraft while Boggs gives emergency treatment. She wakes in the hospital with her mother attending her, learns doctors are worried about further brain injury, and is taken by wheelchair to a Command meeting. On the way, Katniss fears that disobeying orders during the attack may have endangered the deal protecting the captured victors, including Peeta.
